Enable 'Recover Deleted Items'
Step 1: Assign an Admin to the Discovery Management Role Group
Navigate to the Exchange admin center and log in with admin credentials.
Access 'Admin roles' by clicking on Roles > Admin roles.
Select 'Discovery Management' and add an admin as a member by clicking 'Add' after finding the appropriate user.
Step 2: Add the Mailbox Import Export Role to the Role Group
